            Sub:- TRIDA-Estt.-Redistribution of duties among the officers and staff of TRIDA except Section Heads– Orders issued.

 

 

The following redistribution of the office duties among the officers and staff of the various sections of TRIDA are herewith issued for strict compliance.

 
ADMINISTRATION WING

 

SECTION OFFICER

 

²      Section Officer shall be the supervisory officer of all clerical staff in different sections.  All papers relating to General Administration shall be routed through Section Officer

²      Verification and follow up of all establishment matters relating to regular staff/deputation staff in TRIDA.  Verification of their promotions, postings, deputation, leave, service books, proper maintenance of attendance register, casual leave register, movement register, etc.

²      Preparation of Seniority list, fixation of pay, pension, gratuity and family pension in consultation with Administrative Officer

²      Punishment and Disciplinary action of employees

²      Supervision and proper functioning of stores purchase of stationery uniforms, Cleaning materials etc.

²       Custodian of Landed property statement of all staff

²      Supervision of fair copy, inward and despatch sections, distribution of Tapals currents among all staffs.

²      Arrangements of Executive Committee and General Council meetings including maintenance and custodian of minutes books.

²      Verification of Personal registers of all Ministerial staffs before 15th of every month and submission of the same to the administrative officer and Administrative Officer should submit the same once in 2 months to the Secretary

²      Control and supervision over the record room and proper maintenance of records..

²      Files related to Right to Information Act.

²      Custodian of confidential reports of all staffs.

²      Any other matter of General nature arranged by the superiors

 

A1 Section : (Establishment Matters)

²       All establishment matters relating to the entire staff of TRIDA

²       Preparation of establishment schedule

²       Appointments of Apprentices.

²       Appointment of staff through K.P.S.C, employment exchange, etc.

²       Appointment of deputation hands and their related service matters.

²      Maintenance of confidential reports.

²      Promotion of the regular staff, preparation and publication of seniority list.

²     All works related to convening of DPC, preparation of statement of facts in respect of cases in the establishment section.

²     Replies to L.A interprellation.

²     Works related to pension, DCRG etc.

²     Correspondences related to training and seminars

²     All files relating to disciplinary action of employees.

²     Works related to all kinds of leave except casual leave.

²     Preparing replies to Audit

²     Files related to Right to Information Act.

²     Maintenance of increment register, Probation register, Deputation register, Transfer charge register, Service Books and Pension Books.

²     All other works specifically allotted by the Secretary/Administrative Officer.

A2 Section (Stores and Stationery matters)

²       Custodian of General Store in  respect of stationery and cleaning materials

²       Files related to the printing of forms and registers.

²       Files related to the purchase of books for office use, Govt. calenders, diaries, log books etc.

²       Files related to the purchase of news paper and periodicals.

²       Files related to telephone charges

²       Files related to photocopier machine.

²       Maintenance of stock register and casual leave register

²       All other works specifically alloted by the Secretary/Administrative Officer.

    

  A3 Section : (Distribution and Despatch)

²       Timely distribution of tapals and despatch  of official papers.

²       Maintenance of  the stamp account register inward register, despatch register, local delivery book etc.

²       All other works specifically alloted by the Secretary/Administrative Officer.

REVENUE  WING

R1 Section : (Housing Loans)

²      Realisation of loan under Housing Schemes.

²      Collection of dues and maintenance of accounts and register relating to house loans.

²      Issue of notice to defaulters and initiation of revenue recovery proceedings.

²      Preparation of DCB statement

²      Custodian of all valuable documents and securities from the loanees.

²      Closing of loan account and miscellaneous work related to releasing of document

²      Preparation of statement of facts in respect of cases of loans.

²      Maintenance of Housing loan repayment Register, R.R register, cheque collection register etc.

²      All other works specifically alloted by the Secretary/Revenue Officer.

R2 Section : (Rent on Buildings)

²      Files relating to Allotment of shop rooms and buildings at Mini Shopping Complex at Medical College, Palayam, Kesavadasapuram, Attakulangara, TRIDA Centre near Medical College, Kedaram, Rehabilitation Block near Medical College, Visram Sanketh near Medical College, Visram Sanketh at Thampanoor and Shops at chalai.

²      Collection of rent and lease money and refund of EMD etc.

²      Preparation and execution/renewal of agreement of the shops.

²      Issue of notice to defaulters and initiation of Revenue Recovery proceedings.

²      Evictions of unauthorised occupants under the Act in force.

²      Preparation of DCB and statement of facts in respects of cases of shops

²      Maintenance of shop allotment register, rent collection register Cheque collection register, R.R register.

R3 Section : (Rent on Buildings)

²      Files relating to Allotment of shop rooms and buildings at Saphallyam Palayam Sub- Centre phase I, Phase II Rehabilitation Block near Central Stadium. Temporary blocks, Palayam and Palayam C Block.

²      Matters relating to Allotment and sale of flats at Sanjeevani Apartments near Medical College.

²      Custodian of agreement relating to lease of building.

²      Issue of notice to defaulters and initiation of revenue recovery proceedings

²      Eviction of unauthorised occupants under the Act in force.

²      Preparation of Statement of facts in respect of rent cases and D.C.B

²      Collection of rent and lease money and refund of EMD etc.

²      Rehabilitation of tenants within the Palayam DTP scheme area and handling the cases in connection with the rehabilitation of tenants within the Palayam DTP scheme area.

²      Providing Secretarial Assistance to the Adjudicator in accordance with the Hon’ble High Court judgement in W.P(C) No.4074/06 and 5168/06 and all paper works connected with the cases.

²      Dealing with the files of TRIDA regarding adjudication proceedings.

²      Maintenance of shop allotment register, rent collection register, cheque collection register, R.R register, Flat allotment register.

²      All other works specifically allotted by the Secretary/Revenue Officer.

PLANNING WING

 

Deputy Town Planner

 

²      Supervision of all LAR cases

²      Identification of Projects

²      Processing and monitoring of land acquisition for the implementation of projects/schemes

²      Preparation of projects for financial assistance

²      Processing and monitoring of Town Planning Schemes

²      Identification of new schemes

²      Custodian of reports of various Town Planning Schemes

²      Preparation of rehabilitation projects as part of CRDP

²      All other works assigned by the Secretary/Town Planner from time to time

Assistant Town Planner I

²      Processing and monitoring the following Schemes such as Master plan, Palayam Area, M.G.Road, East fort-Pazhavangadi, Power House Road, Fort area, Kochar road, Vellayambalam – Thycaud Road, Kowdiar area, Peroorkada, Punnen road, Pravachambalam Junction Improvement, Kudappanakunnu schemes, Road from W/C Hospital to Aryasala junction, Bakery-Poojappura road, Kumarapuram – Poonthi road (CRDP), Vellayamblam – Sasthamangalam road (CRDP).

Architectural Draftsman

 

²      Supervision and updating of website of TRIDA.

²      Matters relating to the purchase & maintenance of computers, computer stationery etc.

S1 Section: (Town Planning Scheme)

²      All the works in respect of Land assignment.

²      All correspondence relating to Master Plan, detailed Town planning schemes and projects.

²      Files related to purchase of computers, its stationeries, and maintenance of A.M.C etc.

²      All the works in respect of land acquisition projects of TRIDA excluding CRDP.

²      Custodian of Record Room.

²      Files relating to mobile phone charges of LA Thahasildars and wages of staff engaged for CRDP works at LA units.

S2 Section : (Legal Matters)

²      All case files in respect of the various sections of TRIDA

²      All cases in respect of projects/schemes of TRIDA such as LAR, OS, OP, WPC, Lokayuktha etc

²      Files in respect of appointment of standing counsel at Lower courts & High courts and the legal charges.

²      Works related to adjudication.

²      Maintenance of suit register, LAR registers.

²      All other works specifically allotted by the Secretary/Town Planner.

S3 Section : (Capital Region Development Programme)

²      All the files in respect of City Road Improvement projects under Capital Region Development Programme. (CRDP)

²      Maintenance of register of complaints, register of advertisement, Minutes of High Level Committee.

²      All other works specifically allotted by the Secretary/Town Planner.

ENGINEERING WING

 

 

Assistant Executive Engineer-I

 

²      C-coordinating, supervising, guiding and check measuring the works attended to by the Assistant Engineer-1

²      Maintenance of office vehicles with the assistance of AE-I & AE-IV

²      Co-ordinate the road works (CRDP) of AE-I (C-5, C-6 & C-8), ATP-2(BP3, C1-b) & AE-3(C4-c)

²      Monitoring the maintenance of the buildings and other assets of TRIDA.

²      All other works assigned by the Secretary/Chief Engineer.

 

Assistant Executive Engineer-II

 

²      Co-ordinating, supervising, guiding and check measuring the works attended to by the AE-III & AE-IV

 

²      Drawing Branch works-verification of estimates, bills, designs, tender schedule etc. scrutinized by DB-1

 

²      Co-ordinate the road works (CRDP) of AE-III (BP-I)&DB-1(C-10)

 

²      Monitoring the maintenance of the buildings and other assets of TRIDA

 

²      All other works assigned by the Secretary/Chief Engineer.

Assistant Engineers

 

The Assistant Engineers are primarily responsible for all site issues, design, estimation, supervision of the works as per the approved plans and designs, adhering to the I.S specifications and also based on P.W.D rules and procedures, recording in the Measurement Books, upkeeping stock register, and M.A.S register, bill preparation etc.  They are also responsible for the maintenance of buildings and other assets of TRIDA.  Maintenance includes cleaning, gardening, arranging security and arranging petty works.

FINANCE WING

F1- Seat: (Cashier)

 

²      To receive cash tendered at this office for all accounts and will issue receipts thereof.

²      To present all the cheques/drafts and other instruments including post dated cheques received at this office to bank for collection and issue receipts thereof to the concerned party.

²       Custodian of EMD/SD receipts and its refund. 

²      Maintenance of files relating to Audit inspection and to assist the statutory and commercial auditors for the conduct of their work, and take audit objection/reply to concerned (AG Audit/LFA)

²      Cash disbursement including salary

F3 -  (Bills)

²       To pre check of all claims for payment including work bills. 

²      To scrutinize all bills except establishment bills.  All the bills are to be verified and the same may be submitted for the sanction of the Secretary through Finance Officer.

²      Preparation of payment – vouchers relating to such bills, and after getting it passed forward the same to F2 section for payment.

²      Records and matters relating to borrowings such as issue of debentures, loans and advances from Financial Institutions like HUDCO, KURDFC, and HDFC etc. 

²      Preparation of progress report relating to schemes and project so far as relating to its financial aspects only. 

²      Maintenance of register of contractors payment, any other usual necessary registers, subsidiary ledgers such as borrowings loans, advance/Govt. guarantee etc.

²      Data Entry of accounts

²      All other works specifically alloted by the Secretary/Finance Officer

 

F4 -  (Establishment)

 

²      To look after all establishment bills.

²      Preparation of salary statements and registers thereof, leave salary, provident fund contribution and loans and recoveries, Medical Reimbursement.

²      T.A. of employees and committee members and pension contribution, issue of salary certificate etc. 

²      All the matters covering the employees of the Authority, relating to above. 

²      Maintenance of pay bill register, Cash book and ledger relating to GPG and other PF contributions, registers relating to HB advance, cycle, Motor cycle advance, festival advance granted to employees, register of  issue of salary certificate and recoveries  and attachments thereof, pension payment and all other necessary registers.

²      Data Entry

²      All other works specifically allotted by the Secretary/Finance Officer.

Order

 

In excise of powers conferred upon me under Rule 69 (3) and (4) of the Kerala Development Authorities Rules 1984 I, B.Dileep Kumar, Secretary, Thiruvananthapuram Development Authority (TRIDA) do hereby delegate the following powers, functions, duties and responsibilities vested with me as per the said Rules to Sri.Ajit, Chief Engineer- in -charge, TRIDA subject to control and revision.

  1. Chief Engineer is the head of Engineering Section. As per the GO cited above firstly, Government had accorded  sanction to Sri. K.I Alias, Chief Engineer to avail 115 days of eligible leave w.e.f. 29-11-2007 and as per this office proceedings cited secondly, he was relieved w.e.f. 28-11-2007 AN and  Sri. Ajit R, Executive Engineer is put in full additional charge of Chief Engineer, TRIDA.
  2. To ensure that all his subordinates are performing duties and functions duly as per this office order No. 8/2007 dated 02-08-2007.
  3. To sanction causal leave of all subordinates in Engineering wing and to recommend other leaves.
  4. To issue letters / communications for collection of datas, information and to give interim replies, to give reply in the case Secretary specifically authorize except to Head of Departments and Government in the Style “Chief Engineer for Secretary”.
  5. To sign fair copies of all letters / communications on which the Secretary had approved except those intended to Head of Departments and government in the style “Chief Engineer for Secretary.”
  6. To be the Enquiry officer on application for temporary advance from Provident Fund Account / NRA, in the case of subordinates in Engineering Section. All such application for advances shall be sent for sanction with proper enquiry report.  
  7. To ensure that all his subordinates are duly performing duties and function as per this office order No.8/2007 dt.02-08-2007.
  8. To co-ordinate, supervise and guide all public works and maintenance of buildings and assets of the authority.
  9. To check and approve  estimates prepared for public works in all nature and to confirm that necessary budget provision / necessary fund allocation is available for the work before giving technical sanction and to ensure that there shall  not be any technical errors or defaults.
  10. To execute contract for the execution of any work or the supply of any materials or goods which involve an expenditure not exceeding Rs.10000/-. Contract shall be executed only after observing rules and procedures, approval from competent authorities.  All purchase of stores and articles  shall be per the provision of store purchase manual.
  11. To issue selection notices of public works to contractors after getting tender acceptance from the proper authorities.
  12. To ensure that execution of all works either by department or by contractors shall be completed with in the time specified in the agreement. To issue notices to the contractors who are committing delay in execute of work and to recommend for cancellation of work at the appropriate time. All requests for time extension shall be duly examined and send it with specific remarks.
  13.  To review diaries of executive staff in the Engineering Staff in the Engineering sanction and to give appropriate directions.
  14. To ensure that all bills for payment are thoroughly scrutinized and send for payment with due recommendations. He shall ensure that all payments are duly authorized by appropriate forums/committees. He shall take all appropriate measures to check any kind of excess payments or loss in work bills.
  15. To see that prompt action is taken on audit objection pertaining to Engineering section. Replies to audit objections shall be furnished in time.
  16. To be the custodian officer of all the vehicles owned by the Authority and he shall ensure that all vehicles are properly maintained and consumption of fuel and use of vehicles are to be regulated as per the rules.  Repairs and replacement shall be done as per the rules of procedure.
  17. To ensure that all buildings belonged to the Authority are properly maintained and free from damages.

18. To ensure that the whole property of the Authority are free from encroachments.  Encroachments shall be evicted at once.

19. To lodge complaint before the Police authorities to take action against theft, encroachments etc and to prosecute the offenders.

20. To ensure that all relevant Registers are properly maintained by the    subordinates and to conduct periodical verification.

This order will take effect immediately.

He shall have all right, privileges and authority of the Secretary with respect to such functions delegated and shall likewise subject to liabilities arising out of the exercise of such functions.

In excise of powers conferred upon me under Rule 69 (3) and (4) of the Kerala Development Authorities Rules 1984 I, B.Dileep Kumar, Secretary, Thiruvananthapuram Development Authority (TRIDA) do hereby delegate the following powers, functions, duties and responsibilities vested with me as per the said Rules to Sri.S.Dinesh, Town Planner, TRIDA subject to control and revision.

  1. Town Planner will be the Head of Town Planning wing of TRIDA.
  2. To ensure that all his subordinates are performing duties and functions duly as per this office order No.8/2007 dt.02/08/2007.
  3. To sanction causal leave of all subordinates in Town Planning wing and to recommend other leaves.
  4. To be the ‘Enquiry officer’ on application for temporary advance from Provident Fund Account / NRA, in the case of subordinates in Town Planning Section. All application for advances shall be sent for sanction with proper enquiry report.  

 

 

  1. To sign fair copies of all letters/ communications / Proceedings on which the undersigned has approved except those intended to Head of Departments and Government in the style “Approved for issue – Town Planner”
  2. To issue letters / communications / Notices for collection of dates or information, interim reply etc except to Head of Departments and Government. 
  3. To have overall supervision and maintenance of all computers / systems.
  4. To give information / replay to the general public on any question relating to Master Plan, DTP Schemes, town planning schemes etc.
  5. To issue extracts of Registers, attested copy of sketches / Maps after realizing prescribed fees.
  6. To supervise the survey activities of the Authority.
  7. To co-ordinate the works relating to Land Acquisition and rehabilitation for the purpose of road widening under CRDP, DTP Schemes and other road widening projects of TRIDA.
  8. To ensure that the land acquired by the Land Acquisition Officers is in conformity  with the actual alignment or actual requisition.
  9. To take appropriate action against encroachment, theft in acquired land till the possession is handed over to PWD / Engineering Section, for further works.
  10. To lodge complaint before the Police authorities to take action against theft, encroachment etc and to prosecute the offenders.
  11. To co-ordinate the work relating DTP Schemes and to initiate to supervise the land acquisition works for the purpose of implementing  schemes.
  12. To  ensure that no development or  new constructions are carried on the land which is proposed or notified by the land acquisition officer/Authority Timely action shall be taken against those violations.
  13. To scrutinize examine and recommend on land assignment petitions from the District Collector and to send NOC/decision of the Authority to the District Collector.
  14. To take appropriate action to revise / update Master Plan or DTP schemes.
  15. To ensure that all relevant registers / Sketches / Maps are properly maintained by the subordinates and to conduct periodical verifications.
  16. To supervise and monitor all LAR cases related to the Authority.  Appropriate actions / steps shall be taken to defend the LAR cases and to give evidence before the court.
  17. To ensure that appropriate and timely action is taken in all other cases relating to the Authority pending before the Hon. High court and other subordinate courts / other legal forums.
  18. To ensure that required fund is deposited in court relating to LAR cases and avoid payment of additional interest.

This order shall take effect immediately.

He shall have all right, privileges and authority of the Secretary with respect to such functions delegated and shall likewise subject to liabilities arising out of the exercise of such functions.

  1. Revenue & Administrative officer will be the Head of Revenue and Administrative wing of TRIDA
  2. To ensure that all her subordinates are performing duties and functions duly as per this office order No:8/2007 dt.02-08-2007.
  3. To sanction causal leave of all subordinates in Revenue and Administrative wing and to recommend other leaves.
  4. To issue proceedings to sanction all types of leave other than causal leave of all employees in which sanction has been accorded in file by the undersigned and to make recordings in service book
  5. To endorse and attest all type of recordings in Service Book of all employees including sanction of annual increments and to conduct annual verification of Service Books of all employees.
  6. To ensure that leave account of all employees are properly maintained and to attest the same in Service Books.
  7. She shall the ‘Enquiry Officer’ on application for temporary advance from Provident Fund Account, NRA, in the case of subordinates in Revenue and Administration section.  All application for Advances shall be sent for sanction with proper enquiry report.
  8. To scrutinize, Personal Register (PR) of all Ministerial Staff and shall submit it with comments to the undersigned in every month.
  9. To issue letters / communications / Notices, for collection of datas, information, collection of dues etc and to issue, interim reply except to Head of Departments and Government in the style “Revenue Officer / Administrative Officer for secretary”
  10. To sign fair copies of all letters/communication/ proceedings on which the undersigned has approved except those intended to Head of Departments and Government in the Style “Approved for issue –RO/AO”
  11. To receive all the quotations / Tenders addressed to the Secretary except in respect of Engineering Section.
  12. To act as ‘Interpellation Officer’ and to give reply in time for Legislative interpellation with regard to all sections. 
  13. To verify the stock with the Stock Register and attest the stock entries and annual verification of Stocks and Stores of General Section at the end of each financial year and record certificates.
  14. To be responsible for obtaining, scrutinizing and keeping under safe custody of annual property statement, annual confidential reports, of all the employees.
  15. To ensure that the employees transferred would handed over charge properly.
  16. Revenue Officer shall check the progress of collection of each item of revenue periodically and report any lapses or omissions to the undersigned.  She shall be responsible for timely issue of bills and notices for the purpose of realization of Rent, Fees and other charges due to the Authority and for renewal of lease and licenses.
  17. To ensure that files, records, registers are properly maintained by the subordinates in Administrative and Revenue section.
  18. To ensure that Rent, fees and other charges are realized in time and to take appropriate action to realize the dues in time before the amount become barred by limitation (time barred debt)
  19. To prepare D.C.B statement and to submit for approval with in the stipulated time.
  20. To ensure that Building Tax due to the Municipal Corporation in respect to all buildings belonged to the Authority are paid in time and to file revision petition / Appeal petition to deduce the tax imposed and to apply for vacancy remission in appropriate time for getting tax exemption in respect of vacant buildings.
  21. To take appropriate and prompt action to give buildings for rent and to avoid any leakage of Revenue.
  22. To issue extracts of Registers after receiving required fees.
  23. To take timely action against unauthorized occupants and to take timely action to evict them.
  24. To execute Lease agreement including renewal of lease after obtaining sanction from the undersigned in each relevant files.
  25. To keep in custody of the Common Seal of the Authority. It shall not be affixed to any contract or other instrument except in the presence of the Ro/Ao.
  26. To prepare and submit the Annual Administration Report with in the stipulated time
  27. To attend any other work that may be assigned to her by the undersigned from time to time.

This order will take effect immediately.

In exercise of powers conferred upon me under Rule 69 (3) and (4) of the Kerala Development Authorities Rules 1984 I, B.Dileep Kumar, Secretary, Thiruvananthapuram Development Authority (TRIDA) do hereby delegate the following powers, functions, duties and responsibilities vested with me as per the said Rules to Smt.A.S.Anuja, Finance Officer, TRIDA subject to control and revision.

  1. Finance Officer shall be the Head of Accounts & Finance wing of TRIDA. He will be in charge of financing and accounting function and ensure that all his subordinates are performing duties and functions duly as per this office order No.8/2007, dt.02-08-07.
  2. To sanction causal leave of all subordinates in Accounts and Finance wing and to recommend other leaves
  3. To sign fair copies of all letters / communications on which the Secretary has approved except those intended to Head of Departments and Government in the style “Finance Officer for Secretary”
  4. To issue letters / communications for collection of datas, information and to give interim replies, to give reply in the case Secretary specifically authorize except to Head of Departments and Government in the Style “Finance Officer for Secretary”.
  5. She shall be the Enquiry officer on application for temporary advance from Provident Fund Account / NRA, in the case of subordinates in Finance and Accounts Section. All application for advances shall be sent for sanction with proper enquiry report.  
  6. She shall be the salary disbursing officer of the all employees, and to give pass order and withdrawn money for the payment of salary of all employees, wages of workers. Wages of workers shall be disbursed only after getting authorization from the undersigned.
  7. To issue salary certificate of all employees including an undertaking for recovery from salary in case of default in repayment and to issue conformation letters of the same.
  8. To withdrawn money and to remit all statutory and other deductions from the salary of employees to the concerned institutions (Income Tax, GPF, LIC, SLI, GIS etc)
  9. To administer the tax aspects of the Authority including tax planning in order to ensure:-
    1. Prompt collection of taxes, such as deduction of Income Tax, Vat etc.
    2. Payment of these taxes to the Central or State Government in the prescribed manner and time.
    3. Filing of required returns and statements
    4.  Issuance of certificates of tax deductions to the employees / parties.  
  10. To ensure the proper maintenance of Account of the Authority
  11. To withdrawn money and to remit / pay Electricity charges, water charges, telephone charges, fuel charges, on or before the due date.
  12. To withdraw money to pay Traveling Allowance (TA) of all employees as per rules in which Tour Diary was approved by the Secretary.
  13. To withdraw money to pay Medical Reimbursement of all employees as per rules in which the payment was authorisd by the Secretary.
  14. To incur petty expenses not exceeding Rs.100/- out of the Permanent Advances. An Imprest Register in form VII of the Rules shall be maintained to note the transaction, and payment orders shall be made on the vouchers.
  15. She shall be the Internal Auditor. All bills and vouchers shall be thoroughly scrutinised and ensure that the payment is recommended properly, observed all relevant rules and procedures, to ensure that all payments are duly authorized by appropriate forums/ Committees and to ensure that all statutory recoveries are made.
  16. To ensure that no money shall be expended unless the expenditure of the same is covered by current Budget grant.
  17. To ensure proper follow up action on Audit reports / inspection reports etc and to watch the rectification of the objections and to give reply to audit qurries and to take all appropriate steps to clear audit objections.
  18. To repay the loan instalments to Government and financial institutions on or before the due date. If the fund is not sufficient for repayment that should be brought into the notice of the undersigned and the Executive Committee sufficiently early from the due date.
  19. Timely  preparation and submission of DCB statements, budget proposals, monthly accounts, annual accounts and get it approved by the Authority and to send it to Government and Auditors with in the stipulated time.
  20. To ensure that all relevant Registers are properly maintained by the concerned section clerks and periodically verified and signed.
  21. To ensure that cash balance on hand shall be deposited with in 2 working days in the Bank or Treasury in which Authority is having account and shall verify relevant Register daily and ensure that cash balance is deposited properly.   
  22. Power to issue written instructions to the subordinates in Finance & Accounts section to carry out duties and functions of Finance Officer
  23. All other functions, duties which are specifically authorized by the undersigned.

This order will take effect immediately.
